Change from one number to another.

Change is (to − from) / from × 100. From 50 to 75 is +50 percent, not +25. If from is 0 the change is not defined. The tool asks for a number greater than zero.

Worked example: a price from ₹800 to ₹1,000 is +25%. Reverse, ₹1,000 to ₹800 is −20%. Those two are not the same number. Marks in an exam that go from 40 to 60 are +50%, not +20 marks dressed as a percent.
